I've added the following paragraph to the design goals:
* Extensions by third parties will be allowed, though there will not be
any official extension. Extensions will be reviewed and incorporated to
new versions of the specification when appropiate.
Also the "ignore" line has been rewritten to:
* Applications should ignore features they don't
understand (either because they belong to new versions of the official
format or to third-party extensions).
I've created a "specification" page to hold all the agreements reached,

"participants" section.

Regarding the "openmodel" being a living discussion group: I realize that the different developers don't have a lot of free time in their hands, though perhaps it could be a nice thing to keep this format alive, or else it'll become obsolete.
Perhaps one thing that could be done is that some people from the
participant projects other than the core developers could keep track on
this list to expose the interests of their projects (I'm sure the
projects participant here won't have a hard time finding some volunteers
within their communities to keep track of this list).
Another possibility would be to held periodic revisions, or to held
revisions when there is the need for it.
In any case if there's a revision to be held I would notify the
projects via their official forums or mailing lists so there is no need
for their developers to be subscribed to this mailing list permanently.
