NeoEngine already has a pretty efficient format, so we would only be willing to write converters to and from the Proposed Format, and I suspect most other game engines and other programs would be the same.  Of course there is nothing wrong with having an efficient format, but I don't think we should develop two formats here and I think that efficiency should be a lesser priority for the one that we do develop.
