For using in final games I agree. However for discussing the format I 
think we should
focus the discussion on making a valid document object model (DOM) and 
XML and derive
a binary representation from that. The reason is that it is a lot easier 
to talk about an XML
format and how to define that. And finally doing the XML -> binary is 
not a big deal.
